Conceptual foundations for the implementation of public-private partnership in Ukraine in the field of physical culture and sports

Introduction. In the current environment, the sphere of physical culture and sports in Ukraine requires fundamental changes, the implementation of which will ensure success at the international, national and local levels. Implementation of an effective policy and strategy should create conditions for stimulating and attracting new technological and financial resources. One of the effective models is public-private partnership (PPP).
Purpose of the study is to develop and implement the concept of public-private partnership as a methodological basis for the formation of a new system of development of physical culture and sports in the market.
Research methods include theoretical analysis and summarization of data from scientific and methodological literature, empirical research materials and documents. We were used the method of system analysis, pedagogical observation.
Results. Implementation of PPPs in Ukraine in the field of physical culture and sports will contribute to attract additional resources to create a market for goods (works, services), which will have a positive impact, intensifying innovation and restoring sports infrastructure. The author proposes a methodology for preparing projects, a list of tasks for making the necessary decisions, and defines the mutual responsibility between public and private partners, ways to improve legislation.
Conclusions. Substantiated are the importance of PPPs, which will contribute to the creation of a new system for development of physical culture and sports in market conditions and increase its efficiency. Attention is drawn to the fact that the state strategy must necessarily be based on innovation, social responsibility, payment guarantees for private partners and consider public, social and environmental aspects.
